TIMOTHY SHIELL
Timothy Shiell has been a professor of philosophy and a free speech scholar at Univerity of Wisconsin-Stout since 1992. He is former director of the UW-Stout Center for Ethics as well as a Maybelle Ranney Price Professor and Reinhold and Borghild Dahlgren Professor. He has written a book (Campus Hate Speech on Trial, 1998) as well as articles and book reviews, and has given numerous local, regional, and national talks on freedom of speech. Shiell is currently developing a Web site and e-book titled "Wisconsin's Free Speech Legacy" to promote interest in, and the study of, free speech, especially in K-12 education and the public forum.

Wisconsin's Free Speech Legacy
What is freedom of speech? Why care about it? Is there too much freedom of speech? Does anyone ever have their right to free speech violated? This visual and descriptive introduction to freedom of speech addresses these and more questions through important historical and contemporary Wisconsin cases involving national security, political protest, religious speech, and freedom of the press. This is a non-partisan presentation aimed at stimulating discussion about, and increased knowledge of, our First Amendment right to free speech and its relationship to democracy and citizenship. Questions addressed will include: "Should citizens be allowed to publicly demonstrate against the government during a war?" "Should the press be required to get government approval for their stories?" and "Should teachers be allowed to promote religion in public schools?" If there is access to an Internet connection, the presentation can be enhanced with Web-based material.
